The Ateneo Center for Social Policy and Public Affairs (CSPPA) was established as the socio-political institute of the Ateneo de Manila University in April of 1986, two months after the downfall of the Marcos dictatorship. The Center was organized to contribute to the deepening of political and economic democracy, the seeds of which had been initially planted by the February Revolution. Since then, the Center has undertaken numerous efforts to contribute to these goals.

The Center envisions a Philippine society that is characterized by economic progress, political democracy, social justice and equity.

The Center seeks to contribute to the development of responsive, effective and efficient government institutions, and an active, vigilant and conscientious citizenry towards the strengthening of democratic and participatory socio-politico-economic structures. Manifested in all the Centers's efforts is its two-pronged mission of the transformation of government, as well as the transmission of the governed.

The Center seeks greater understanding the most effective intervention in the dynamics of local governance and politics in the Philippines. In view of this, the Center   focuses on local government units at the municipal and all major players and stakeholders in the arena of local government.
