3 Case Studies: People's Participation in
Local Governance. A video version of the Center's study on how
organized groups participate or relate to their local governments in the municipality of
Talaingod, Davao del Norte, San Luis, Aurora and Cebu City. Two one-minute TV spots were
also produced based on the Talaingod and San Luis cases. These spots were aired on ABS-CBN
in 1994.

Minsan Lang Sila Bata. A
50-minute documentary of the personal lives of child laborers in a slaughterhouse in Cebu,
the sugarcane fields of Leyte and the port area of Digos. Completed in 1996, the video was
given the Gawad CCP and the Film Academy of the Philippines (FAP) recognition for Best
Documentary the following year. It recently won again as Best Television Special after GMA
7 aired the video last January 1997.

issues in decentralization as experienced in the municipalities, cities and provinces;
presented during a workship-seminar for the Asian Development Bank on April 1997.
